Make certain, this is as much about TV/streaming ratings as anything else.
You can say Southern Californians don't care that much about college football, but the Los Angeles market provides more market potential than any other in college football.
Southern Californians can be very fair weather. There were all sorts of USC fans during the Pete Carroll era.
Some guy did some TV ratings research, using data from 2015-2019 (5 years). Games involving USC were the 16th most watched among all teams nationally (and more than Nebraska games). And that's with USC not really being a national player. There's plenty of room for higher ratings. Heck, just having a schedule now with Big Ten teams will bring added interest for a while. UCLA ranked 30th in this regard. Again, plenty of potential to go higher.
Also understand, Pac-12 games are oftentimes played when much of the rest of the country is getting ready for bed. The Big Ten won't schedule many USC and UCLA games for 10PM Eastern time kickoffs -- even if they are at home. And when they're on the road as Big Ten teams, they'll be playing at times when every person in America can see them.

Would be the big needle mover for TCU inclusion for sure.Dallas market, which is 5th largest in the country -- and just about to overtake Philadelphia for 4th. But yes, that seems like the least appealing of the teams listed.
