These statements are from a July 2017 article on financing of the UCF athletic department. It like several of the Florida commuter colleges is largely dependent on student fees and donors to pay for athletics hence the recent call for donors for the "keep Scott fund".

Thus no way on Gods green earth they could pay a $5million a year contract.

No idea. My guess is that Chip is stringing them along while he negotiates with UCLA and they're starting to panic.
