I think that is pretty standard throughout CFB. Jermichael Finley, former Packer and Texas TE, just received his after 10 years away from CFB.

TO was the first to do it. Also did Finley have to pay his own way or did the school do it? It was. Considered quite revolutionary when TO pushed it through. One of the first recipients was johny Rodgers.
