There's CLEARLY demand for some other kind of football besides the NFL and NCAA. We've had indoor leagues, arena ball, UFL, USFL, NFL Europe, XFL, and probably a half dozen others.
The fans have shown they're willing to attend, and stories like Kurt Warner show that talent can be developed through those leagues.
They just can't work out the money angle to make these leagues successful.
I'd like to see a league that mirrors a bit of the farm team concepts used in MLB. It might not be feasible to have 32 full farm teams, but maybe 16 would work? You could have a farm club that's affiliated with two NFL teams in the same geographic area, possibly one NFC and one AFC team (Jets & Giants, Dolphins & Buccs, Broncos & Cardinals, etc), so you don't have in-division roster tomfoolery like the Packers and Bears fighting over the same recruits. Having an association with the NFL would help financially, and the teams could play spring / summer seasons so the they don't overlap NFL or NCAA games.
