every snap, you would be able to do that. If an offensive lineman has a guy head up, they would be able to get called for targeting.
Without a doubt, targeting.
The calls that are threatening to ruin football are the calls like the one on that Penn State defender that was making a play on the ball against Michigan. It was nice to see the Big Ten speak up and say that it shouldn't have been called targeting, but, too late. The refs were able to review the call and somehow still called it targeting.
Watching it in real time, (prior to any replay), my gestalt is that the defender launched at receiver above the neck.
Also, after watching replay, defender made NO ATTEMPT to wrap-up. Simply going for knock-out, SportsCenter highlight-type hit.

Receiver was NOT defenseless. He caught the ball, and was making a football move. Just cut into DB flying in from the side.

Bosa hit the guy in the chest last year in OSU's bowl game and got kicked out for targeting.
