every snap, you would be able to do that. If an offensive lineman has a guy head up, they would be able to get called for targeting.I want to see targeting called against an offensive player.

Bosa hit the guy in the chest last year in OSU's bowl game and got kicked out for targeting.And that was NOT targeting! Hit him square in the chest!
Receiver was NOT defenseless. He caught the ball, and was making a football move. Just cut into DB flying in from the side.
