No one is arguing that the longhorns should not be able to do horns up, unless they disallow horns down. Our point is that they are all just symbols. The bones is close to the horns down symbol. As it is done when stopping the team. If there was a way to do bones down. (is it me or does that sound naughty? But I digress) I do not think NE fans/team would be calling for the rules to be changed to stop it.
