Boy, that's a tough one. I'm going to say 1970. TOs pick up as the team airs it out more.

Part 2 - turnovers were much more common back in the day. Especially on a per play/drive basis. Final Answer - 2.1.

Well then 71 seems like the logical answer.
Just a little farther: 1972, Dave the dealer Hummer threw 21 Interceptions and add 21 fumbles and you get 42 total turnovers for the most in the Devaney Era.

Runner up: the 6-4 1967 Huskers with 40 (Era leading 25 fumbles.....Oh my).
