A lot of this gets ironed out if the programs are on the same page with one another. Nothing is stopping the FBS schools from laying out ground rules and penalties. Numbers. Timelines. General guardrails for recruiting, rosters, etc. None of this impacts the players, who will/can get paid what they’ll get paid, but the programs can set up some structures for themselves. Of course they need to follow their own rules, which takes us back to the NCAA and why it never worked. It didn’t work because programs needed to behave ethically and not cheat. And that’s always the problem.
