Yep, whats happening now is what it used to be, the best recruits went to the top teams, then a huge drop off, like it use to be. Difference is money is buying tradition to compete against tradition.
At lower levels the values are still lower but with more surety, and as you point out, the vacuum comes at the Austin Peays etc.
This comes as high pressure on coaching.
I knew NDSU is just now going 1A, first year. They'll need tradition and money to achieve anything near what they used to have.
