They can start signing faxing in the LOI at 7AM local time

Thus the East Coast Commits will be able to send their LOI in at 6AM CST

So are the 3 transfers considered signed, or do they also have to submit some paperwork in order to be considered a done-deal?

They still have to sign LOI's, submit transcripts etc etc

But yes they are considered signed because more than likely that has already been done
