He's speaking French, so I assume that he's in France. Those are a type of catfish in Eurasia that grow to be enormous. They also have pike, which is what hit the lure in the middle (between the hooks) without getting hooked, and I believe that the perch/walleye looking fish that were chasing under the surface were zander.
