Probably, unless he wants to squeeze another year or two as a special teams player or a situational back. He's had a history of injuries - that only gets worse once you've got a couple of extra years under your belt. Best of luck to him whatever he decides to do. He certainly represented the Huskers well.
He would at least make the veteran minimum ($900,000) which is still really good compared to the average American. However, is that enough for him to put extra wear and tear on his body?
I believe he would be signed for more than the veteran minimum.

I could see Rex moving back to Nebraska and becoming an insurance agent or something. He could volunteer with UNL and Team Jack.
I could see him in a paid fundraising/ambassador role with Nebraska and work with Team Jack.
