The how many is a crazy question given the 5 for 5 and unknown if or how grandfathering would happen. All anyone really knows comes from unsubstantiated rumors, but here goes.
You seem spot on re Rautenberg, though Texas fans seem to think they have a chance.
Apparently there are two Setters who rank far above all other setters. One, Samuels, is from South Dakota and the assumption is there is strong mutual interest. The second is from Hawaii, and while we might do a thing where we offer both and say the first to accept wins, Texas and Wisconsin seem more in the hunt for the Hawaiian.
A RS, Megan Hodges, seems like someone Nebraska wants too, and a second RS, Sarah Floyd seems on the radar. Obviously, they would only take one of those. Texas seems very high on Floyd as well.
That is what I have read. No OH would be rare. No libero would be too, but they took two in 2027.
