Youngstown State player removed from sex offender registry

Ma'lik Richmond, the player that drew an enormous amount of scrutiny when he was allowed to join the YSU Penguins football team, will be allowed to be removed from the sex offender registry.

If you recall, he was convicted of raping a girl when he was 16, served a year in prison, and walked on at YSU.

Knowing very little about this case, I will say only I didn't know there was a separate list for juvenile offenders. Is this the case in Nebraska? Also, I think it's proper the law allows someone to be removed from the list when certain conditions are met. I wonder if this means his record is expunged.
