If you're a defender, man up and hit the ball carrier. If the QB is running downfield, he's a fair target. Knock his block off. Especially if he's in the middle of the field and not trying to scamper out of bounds.
And if he's going for a slide, you still make contact. You're playing whistle to whistle. Yes, I realize it's not NFL rules, but defenders should always be making contact with a downed ball carrier as a best practice. Heck, we were taught that in pee wee football as a kid.
In this case, the Wake defenders just eased up when they were 5 yards away, leaving a big hole for Pickett to run through. You close the gap, clog up any rushing lanes, and make sure that QB has his rump on the ground.
