It's only greater than 3 in certain circumstances (none of which apply to Nebraska against Indiana).

It's important to note, Nebraska is a miserable 1-6 against the spread this season. That also will work toward oddsmakers adjusting lines.
Remember they adjust the odds to promote betting. They really do not care who wins as they make their vig anyway.

There is no doubt Vegas has been making a ton of money off Nebraska fans.
Not only in each individual game, but I recall fans going crazy over the offseason line for number of wins, thinking the over would be easy. Instead, it will be the under -- yet again.
Anyhow, at some point a game will actually come in on the Nebraska side of the line. But as I've said on multiple occasions this season, I wouldn't bet on it. Nebraska needs to show they are a team you can trust enough to put money on them.
