We thought long and hard about this. Our analysis was that "1" is the subject of the sentence. Since "1" is obviously singular, the verb choice of "is" seems correct.

Empirically, the ratio has to be much lower... like closer to 1.1 to 1 or you wouldn't have such a high portion of people in a "relationship"... and the human race would never have survived...
