It doesn't mean it's always the case, but I'd say on typical year, the B1G will have a tougher bowl schedule than the Big12. The B1G is involved with better, more lucrative bowls, and that's the primary reason for the better matchups.
The B1G has 3 bowl games Vs SEC teams on a yearly basis. The Big12 has 1.

If you want to base which conference has a tougher bowl draw, just go by rankings. Big 12 plays 2 ranked opponents in bowl games, B1G plays 6. Or wins. Big 12 bowl opponents averaged 7.87 wins in the regular season, while B1G opponents averaged 8.8 wins.
